Scott's expertise lies in strategic client relations, contract management, and operational restructuring, leading to improved financial performance and debt elimination. His track record includes successful project management of large-scale infrastructure projects, such as toll highways and sewer outfall interceptors, demonstrating his commitment to excellence in the field.
Senior Vice President of Operations
Bryan Villas joined Orion as Senior Vice President of Operations in 2023. With a 30-year career, Bryan has excelled in driving business and operational excellence through strategic leadership and innovative systems analysis. Previously, Bryan served at J.D. Abrams in Austin, Texas for 24 years, where he held the position of President of subsidiary companies Austin Prestress and Trans Mountain Equipment Company. In this role, he provided vision and leadership for the precast concrete division and heavy highway equipment company. Bryan transformed Austin PreStress (APS) from an internal sales focus to external sales for major projects across Texas, significantly increasing profitability. He also managed the company's largest assets, including heavy equipment, cranes, batch plants, and the truck fleet.

Tim Driver brings a wealth of experience in civil operations and project management, having overseen a range of projects across the USA and internationally. His expertise includes managing heavy highway projects, construction of LNG plants and pipelines, and joint ventures for business development. With a strong background in operations and contract management, Tim is well-equipped to lead and mentor teams for successful project outcomes.
Senior Vice President of Operations, Atlantic
Andrew Mannino is a seasoned construction executive with over two decades of experience in the industry. Currently serving as Senior Vice President of Operations at ORION, he oversees construction operations across the East Coast of the USA, Florida, Puerto Rico, the Caribbean, Mexico, Latin and Central America. Andrew's responsibilities include managing divisional P&L, business development, safety promotion, government and client relations, bidding, negotiating, staffing, and operational processes. Prior to his role at ORION, Andrew held key positions at Manson Construction Co. and Ocean Marine Construction, Inc., where he demonstrated his expertise in project management, business development, and operational oversight.
Senior Vice President of Operations, Pacific
Brian Masten is an experienced heavy civil construction manager with a background in complex and publicly recognizable bridges, dams, marine terminals, docks, and industrial projects. Over his career, he has achieved increasing levels or responsibility and project oversight on numerous local projects successfully completed safely, on time, within budget, and to the Owner’s satisfaction. As Senior Vice President, he is responsible for all West Coast operations including oversight of project proposals, estimating, training, contract administration, safety, quality, and production, from the North Slope of Alaska through the Puget Sound and surrounding areas.

Jacob Bures, a member of Orion's senior management since 2007, boasts 16 years of marine dredging experience. His expertise spans budget control, engineering, safety, quality control, and client relations. With a Bachelors's degree from Texas A&M University, Jacob's skills include project management, estimating, and supervision. Currently serving as Vice President of Operations, Jacob oversees dredging and marine construction projects, demonstrating exceptional leadership and technical knowledge in all aspects of marine engineering.
